After the war he served as a member of the Indiana State House of Representatives in 1879, He then relocated to California, where he served first as a California State Court Judge from 1886 to 1887, then as a Justice of the California State Supreme Court from 1888 to 1891. In 1911 he was elected as a Senator from California to the United States Senate, serving from 1911 to 1917.1

In the 1860 & 1870 censuses she's living with her parents as Lydia A. By 1880 she's still with her parents but married as Alice VanPelt. She's Alice M Works in her own marriage records, Alice May Works in sons Downey's & George's marriage records.3,2

GHaP claims 1844 in Louisa's obit but that makes no sense given the birthyears of both parties. This date per James' obit. My preliminary research suggests their children were Anna Florence Headley (1891-1936, m. Cecil Thomas, their gr-son wrote God Had A Plan), Georgia Alice Headley (1893-1963, m. Mott), William Alexander Headley (1894-1955), Everett Edman Headley (1896-1981), James Amos Headley (1901-1948), and William E Headley (1904-1981).1
Death*	James died after 31 August 1930. Wife's obit says he survived her.1

ResearchNote*	Research Note of 9 March 2020 re FSTrees claims. FSTrees (entry for James Mulford Downey (1810-1884), ID no. KNZX-J86) is way off base about James and Eliza and their family. The divergence with reality begins with the 1870 census. The family had been in Indiana for three generation and is well documented in the censuses and other records up through 1860. James & Eliza's children for the most part remained in Indiana. In the 1870 census some researchers have made the assumption that the James & Ann Downey in Loudoun County, Virginia are this couple. None of the children shown in Indiana in the 1850 & 1860 censuses are listed in the VA 1870. James & Ann both show the wrong birthstate in 1870. Ann's age is off by 10 years. Put simply, the Virginia couple is not the same James & Eliza that were in Indiana in '50 and '60.      There's one other weird record which seems like it should be about this family but which I believe is not. It's a marriage record in Indiana Marriages 1811-2007 for Clyde M Downey & Clara Adams. Clyde's parents are James Downey and Eliza Phelps. But Clyde was born in 1882, at least two years after his father's death, and in Littlerock, Arkansas. I can only conclude the parents are a different couple with same names as our people.

Census1850	Mahala appeared on the 1850 Federal Census of Shelby Twp., Ripley Co., Indiana in the household of her parents, James M. Downey and Eliza Phelps, as 14 yo Mahala Downey.1
Marriage*	She married Flavius Joseph Whitham on 25 October 1855 in Ripley Co., Indiana. License date was 23 October. I've not found a corresponding marriage record in the FamilySearch databases.      FJ's first wife's name was Melvina Elsbury according to Topoly. FamilySearch sspells her surname Ellsberry. FS shows 15 children by that marriage but only the first 5 have birthyears of 1855 or earlier suggesting the last 10-11 were Mahala's children. By his marriage to MelvinaTopoly shows children Rosanna, Artemus H, Mary F, Lydia Ann, Evangeline, Juda Fanetta and James F Whitham.      By his m2 to Mahala Topoly shows children Flora Ann, Clarissa, Abraham Lincoln, Ulysses Grant, Josephus C, Morton Oliver and Hannah Whitham. Based on a marriage year of 1855, I figure Juda Fanetta and James F are Mahala's children and that Lydia Ann might be Mahala's but more likely Melvina's. I've been unable to find a marriage record for FJ & Melvina, nor a burial record for Melvina.3,4
Census1860*	Mahala and Flavius appeared on the 1860 Federal Census of Brown Twp., Ripley Co., Indiana, enumerated 17 July 1860, as 36 yo F. J. and 23 yo Mahala Whitham. The following children were listed as living with them: namely, 11 yo Artie, 9 yo Mary, 7 yo Angeline, 5 yo Lydia Ann, 4 yo Juda, 2 yo James F, and 0.2 yo Flora A. As mentioned in the marriage tag I think Artie, Mary, Angeline and probably Lydia Ann were by FJ's m1.5
Census1870	Mahala and Flavius appeared on the 1870 Federal Census of Brown Twp., Ripley Co., Indiana, enumerated 3 August 1870, as 45 yo Flavis and 35 yo Mahala Whitham. The following children were listed as living with them: namely, 19 yo Mary F, 177 yo Evangeline, 15 yo Lydia A, 13 yo Fanetta J, 11 yo James F, 7 yo Clarissa I (or J), 5 yo Abraham L, 3 yo Ulises G and 2 yo Josephus C Whitham. One other person in the home was 68 yo Elizabeth Whitham, likely his mother.6
Census1880	Mahala and Flavius appeared on the 1880 Federal Census of Brown Twp., Ripley Co., Indiana, enumerated 16 June 1880, as 55 yo Flavius J and 45 yo Mahala Whitham. The following children were listed as living with them: namely, 25 yo Lydia A, 21 yo James F, 13 yo Grant, 12 yo Josephus C, 10 yo Morton and 4 yo Hannah Whitham. Their son A. T. and family live next door below.7

Census1860	Elizabeth appeared on the 1860 Federal Census of Otter Creek Twp., Ripley Co., Indiana in the household of her parents, James M. Downey and Eliza Phelps, as 18 yo Elizabeth Downey.4
Marr-License*	Elizabeth Downey and Orval C. Salyers obtained a marriage license on 9 October 1860 at Ripley Co., Indiana. FamilySearch claims marriage date of 14 October but provides no source citation. The 1900 census shows them married 40 years with 5 born and 5 living.      My research suggests their children were William Alfred Salyers (1863-1937), Martha Isabel Salyers (1868-1942, m. Wm S Anness), Dora N Salyers (1871-1940), Ann May Salyers (1878- ), and Roy Albert Salyers (1885-1954).5,2

Their children 16 yo William, 11 yo Martha B, 8 yo Dora N and 2 yo Ann M(?, indexed as U) Salyers were listed as living with them.7

Marriage*	He married Emmarine Eads circa 1868, date based on 2 yo daughter Laura in the 1870 census. Find A Grave shows an m2 for Emmarine of Oscar Downey (1845-1898) but Oscar's headstone reads 'Smith Downey'. My preliminary research suggests their children were Laura A (1868- ), Andrew J (1870- ), James W (1876- , m1 Estella, m2 Hannah Rayner Heidman), Carl, J Vincent, Wanda E, James Emerson Downey), and Iva E (1881- ) Downey. These names based on the census record.4,2

Find A Grave lists their children as Luza Elzora, Almira M, Nellie E and Cloe Ann Wooley. FamilySearch adds Laura A Wooley, Marvin Ard Wooley, Bert Norman and Lewis Becker. It's unclear if Bert & Lewis were adopted. The censuses support the following: namely, Laura A, Luza E, Marvin A, Elmira M, Nellie E and Anna Chloe Wooley.4,5
